PROCESS OF ENVIRONMNETAL CLEARANCE (EC)

Obtaining Environmental Clearance (EC) is a mandatory statutory requirement for Category A and Category B projects under the EIA Notification, 2006 (as amended). The approval is granted by the Ministry of Environment, Forest & Climate Change (MoEF&CC) for Category A projects and by the respective State Environment Impact Assessment Authority (SEIAA) for Category B projects.
 

The complete EC process is technical, procedural, and documentation-intensive. Below is a step-by-step breakdown.

 

📝 Step 1: Screening (For Category B Projects)

For Category A & B projects, the proposal is first examined by the Expert Appraisal Committee (EAC) for Category A Projects and State Expert Appraisal Committee (SEAC) for Category B Projects to determine whether:

  • It falls under A and B Category i.e. B1 (EIA required)

  • Or B2 (No EIA required)

This stage defines the documentation and study requirements.
 

📑 Step 2: Scoping & ToR Approval

At this stage:

  • Form 1 / Form 1A is submitted

  • Pre-feasibility report is uploaded

  • Proposal is filed on the PARIVESH portal of Ministry of Environment, Forest and Climate Change

The Expert Appraisal Committee (EAC) or SEAC issues Terms of Reference (ToR) specifying:

  • Baseline environmental study requirements

  • Air, water, soil, noise monitoring parameters

  • Risk assessment scope

  • Greenbelt development plan

  • Disaster management plan

ToR approval is the technical blueprint for the EIA study.
 

🌍 Step 3: Baseline Environmental Study

A detailed baseline study (typically one season) is conducted covering:

  • Ambient Air Quality Monitoring

  • Water Quality Analysis

  • Soil Quality Study

  • Noise Monitoring

  • Ecology & Biodiversity Assessment

  • Socio-economic study

This data forms the foundation of the Environmental Impact Assessment (EIA) Report.
 

📘 Step 4: EIA & EMP Preparation

Based on baseline data, the consultant prepares:

  • Environmental Impact Assessment (EIA) Report

  • Environmental Management Plan (EMP)

  • Risk Assessment & Disaster Management Plan

  • Greenbelt Development Plan

  • Cost allocation for environmental safeguards

This report evaluates project impacts and mitigation measures.
 

🏛 Step 5: Public Consultation (If Applicable)

For most Category A and B1 projects:

  • Public Hearing is conducted by the State Pollution Control Board.

  • Local stakeholders submit objections/suggestions.

  • Proceedings are recorded and incorporated into final EIA.
     

📊 Step 6: Appraisal by EAC / SEAC

The project is presented before:

  • Expert Appraisal Committee (EAC) – for Category A

  • SEAC – for Category B

Technical queries are raised and compliance submissions are made.
 

✅ Step 7: Grant of Environmental Clearance

Upon satisfactory appraisal:

  • EC is issued with specific conditions.

  • Compliance reporting becomes mandatory (six-monthly).

For State-level i.e. B Category projects, approval is granted by respective SEIAA authorities such as:

  • State Environment Impact Assessment Authority, Madhya Pradesh

  • State Environment Impact Assessment Authority, Rajasthan

  • State Environment Impact Assessment Authority, Maharashtra

  • State Environment Impact Assessment Authority, Gujarat

And many other State Environment Impact Assessment Authority as every state has its own. ​

For Central i.e. A Category MOEF level projects, approval is granted by EIAA authorities such as:

  • Environment Impact Assessment Authority
